Developmental Disabilities

APS Healthcare offers diversified program design and administrative service solutions to individuals with developmental disabilities. The increase in Home and Community Based, Family Supported Living and Consumer Directed Services (HCBS) waivers have resulted in enhanced freedom of choice and quality of life for individuals with developmental disabilities. The growth in these services has caused APS to create an innovative set of services to support the needs of this population.

The goal of all of APS’ services is to increase scope and access to services, while maximizing the value of healthcare spending. The complete menu of APS’ developmental disabilities services include:

  • Prior authorization of services

  • Person-centered planning and consumer budget development

  • Quality improvement and training initiatives that exceed HCBS waiver requirements

  • Targeted consultation and system design for a range of specific needs

  • Technological solutions that increase consumer choice and reduce cost

APS’ local staff offers expertise in all areas of developmental disabilities services – including working with state and county planning agencies on program design and consultation. APS’ team of experts includes psychologists, psychiatrists, social workers, pharmacists, registered nurses, data analysts, information technology professionals, financial analysts and statisticians.

APS’ person-centered philosophy empowers individuals with developmental disabilities. This approach has resulted in beneficiaries having greater control in selecting their healthcare services and developing care plans to meet their physical and emotional needs. This system also includes safeguards to assure that beneficiaries develop individual service plans that meet their health and safety needs.

In certain situations, APS also conducts an independent assessment of the member’s needs that includes all areas of his/her life and determines potential service expenditures based on pre-set formulas. To support engagement and empowerment, APS provides a comprehensive plan so that beneficiaries can see the effect their choices have on their personal budget.

APS has proven to be a leader in designing customized programs to meet the complex needs of this population. Through close partnerships with state and local agencies, APS successfully delivers programs that improve the quality of care and the value of services provided.
